City of Moscow Occupancy Limits

The City of Moscow allows up to four (4) unrelated persons to occupy a single family unit in most of its residential neighborhoods, but allows up to six (6) occupants if zoned R-4.  This is important to know for those groups of students and young professionals looking for rentals within city limits.  Up to 6 unrelated persons may occupy a residential rental unit in lower density residential zones (R-2, R-3, etc), but this requires the owner to apply for a Conditional Use Permit and is generally found for larger residential homes that are rented out by the room, rather than as an entire unit.  If all tenants are related to one another, these limits do not apply.

City of Moscow’s definition of “Family Relations”:

“related” shall mean persons related by blood, guardianship or other duly authorized relationship

“related by blood” shall mean persons related in any combination of the following: parents, step-parents, children, step-children, siblings, step-siblings, half­ siblings, uncles, aunts, nephews, nieces, grandparents, grandchildren, great grandparents, great grandchildren, and first cousins.

City of Pullman Occupancy Limits

The City of Pullman allows up to three (3) unrelated persons to occupy a dwelling unit located in a neighborhood zoned R-1 and up to four (4) unrelated persons in a dwelling unit in neighborhoods within an R-2 zone.
